The NSAM concerning the duties of the DCI in a war situation was approved. b. The covering dispatch for the NSAM was discussed and I Iwill make one or two minor additions. c. Mr. Kirkpatrick will discuss with the DCI and the DDCI whether or not to coordinate the NSAM with concerned agencies before the draft NSAM is submitted to the White House for approval. 3. The post-mortem paper on Cuba was discussed. a. Mr. Sheldon mentioned that as an outgrowth of the Cuban crisis, the DD/I is establishing an Operations Center. It will be permanently staffed, be capable of handling three emergencies at once, will establish secure contacts with other concerned government agencies, etc. Mr. Kirkpatrick suggested that this mechanism could serve during a crisis as the CIA focal point even though the Deputies might have to maintain centers for their specialized needs. It was suggested that the various Deputies should participate in this Center on a regular basis, and those present agreed that this would be useful. 25X1 b. Mr. Sheldon also mentioned that we should consider Imeetings outside Headquarters Building. Mr. Sheldon mentione jat ni.Etch ji.me could be saved this way during a crisis. Mr. Sheldon also suggested that we should look into the need for an operations room in East Building during a crisis situation. d. He also suggested that the communications to East Building should be improved. e.' Mr. Sheldon summarized that most of the suggestions in the post-mortem paper were good, should be done, and did not need further comment. 4. Mr. Karamessines commented that the suggested actions in the post-mortem were in the right direction and should be moved on. However, he took exception with the suggestion in the second paragraph of the first page to establish a strategic reserve. Because of the continuing transfer of individuals from one job to another, Mr. Karamessines feels it is as quick and more efficient to pick men when the need arises. Those present agreed with this point. 5. Colonel Buffington mentioned that he had just received word, through a wounded Sioux runner, that Mr. Chambers would shortly be back on the job. It was agreed that we would attempt to set up a lunch with him during the first week of May. He also submitted to those present written comments on the post-mortem paper. 6.
