On 1 July 1965 I announced the designation of a member of my staff, as China Intelligence Activities Coordinator (CIAC). He has functioned in that capacity since that time, using my USIB statement (Ref (a)) as a basis for his activity. The course of time has indicated the need for amore precise statement of the actions which I expect to occur with regard to improving our intelligence status on China. I therefore, on 6 April 1966, approved the attached Terms of Reference (Ref (c)). Z. The need for an improved intelligence data base on Communist China has, I believe, become even more pressing over the past year. Some progress has been made in increasing assets in both the collection and production areas to work on the China problem and a number of projects have been started against specific objectives, some of which are fairly short-range and others of which will take some time to mature. As a result, our general intelligence appreciation of the Communist Chinese has improved. In order to provide for continuous monitoring and review of the intelligence community's collective efforts against Communist China and for a means of drawing to the DCI's and the UMB's attention steps which might be taken to eliminate deficiencies or effect improvements in these efforts, the Director of Central Intent- 25X1 gence appointed to be Ms representa- five with respect to intelligence activities concerning Communist China (Ref. ia/). USII3 members and the Military Services n lila have designated senior individuals to work with 25X1 role as DCI China Intelligence Activities Coordinator (CIAC) (Ref. /b/). 2. The DC/ China Intelligence Activities Coordinator is charged with the following responsibilities: a. Stimulation of ideas and initiation of actions to improve the overall US intelligence capability against Communist China. b. Coordination of all aspects of the intelligence activities, including both collection and production, of the US intelligenco community with respect to Communist China to ensure that appropriate actions are taken to improve the information data base and to raise the intelligence competency on that country to a level which will be adequate for our national needs. Li this connection, the CIAC is authorized direct access to ol'ficinis responsible for and cognizant of US operations for the co:lee...ion of intelligence information and to officials responsible for research, analysis and production of intelligence. Where required, contact may be established with individuals, groups or institutions outside the US Government. d. Conduct of periodic surveys of the US intelligence data base on Communist China and analyses to determine the weaknesses in that base; and formulation of recom- mendations for specific measures to be taken to improve the data base. e. Analysis of gaps in the US intelligence information on Communist China and formulation of recommendations aimed at filling these gaps, throu3h deeper analysis of material already available, additional collection actions or any other mode which may be devised. 3. The China Intelligence Activities Coordinator will report directly to the Director of Central Intelligence, and will keep the DCI and the USIB advised of progress made by the CIAC and by the intelli- gence community with respect to the problem of intelligence activities against Communist China. '4. .When it is apparent that an action is desirable and the authority exists under which this action can be taken by an agency (or agencies) represented on the China Intelligence Activities Coordination Group (CIACG), it is expected that such action will be Implemented within the capabilities of such agency or agencies. When such actions are beyond the purview of any representative on the CIACG, or are of such import as to require action by either the DCI or the USIB, the CIAC will make the necessary recommendations to the DCI and/or to the USIB. 3. The authority herein delegated to the MAC on -matters concerning intelligence activities on Communist China does not supersede present lines of command. The attached memorandum is for the Director's signature. Z. The various efforts which have been initiated to improve our intelligence competency on China have in some instances gotten off to a good start, but others have lost some emphasis because of conflicting demands upon personnel in key positions or because of changes in those personnel. 3. In this regard, the Terms of Reference for the China Intelligence Activities Coordinator, which you. recently approved, should be distributed to the heads of agencies which constitute the intelligence community as this document represents a strengthen- ing of the position of the China Coordinator as well as a mani- festation of your desire to get on with the task of improving our intelligence competency in the manner which you originally envisioned.
