Schultze Director, Bureau of the Budget Washington, D.C. 20503 In response to your proposal of 9 September 1965, and in consonance with the Terms of Reference which were jointly approved on 9 October 1965, the final report of the Joint Imagery Interpretation Review Group has been completed and we have approved its recommendations. The areas of investigation set forth in your letter have been carefully examined. Comprehensive inventories of imagery inter- pretation organizations serving national needs have been completed and the areas of overlap and duplication have been identified. The various requirements for departmental and national level resources have been collectively reviewed and definitive plans for tasking imagery interpretation resources on a non-duplicative basis have been devised. The approved recommendations will also provide for more effective coordination of the national and departmental research and development programs which are directed toward improving or automating imagery interpretation. Among the major actions which will be taken are the implementation of the "National Tasking, Plan for the Exploitation of Multi-Sensor Imagery;" the identification of the U.S. Intelligence Board as the authority responsible for monitoring and coordinating implementation of the Plan; and the adoption of a new methodology for computing uniformly the imagery interpreter resources of organizations serving national needs. The approved time phasing schedule for implementing the Review Group's recommendations is attached. You will note that full implementation of the complete program will take considerable time and is dependent upon the availability of added funds and personnel to the VIA and the DoD for this purpose.
