Dear Crlier - I have studied your letter of 9 Septenab6r regarding the proposed joint study of DOD and CIA major photographic interpretation facilities sad t agree that your suggested break- out of topics to be covered is appropriate. Mr. John Bross had conversations with Cy Vance and they arrived at an agreement that the joint study would be undertaken by an ad hoc team on which I will be represented of my staff, and the DOD by IA. General Joe Carroll. They have, as a first step, developed an, agreed Terms of Reference for the study which encompasses the major topics you listed. A copy is enclosed. A joint team of highly qualified personnel bas been appointed as support to the senior representatives and this team Is now engaged in an laboration of the details which will be necessary to assemble data necessary to make proper Judgments. Bard to the timing for submission of the final report. I feel this study to be quite an involved one and one which deserves a most thorough and conciontious look. For this reason. I question that tho full study can be completed in time for this year's final budget review. This approach will permit greater attention to the overall problem. I have advised I vamt, as thorough a study as is feasible with the objective in mind of optimising the effective utilisation of those resources which we have on hand and of providing guidelines which will enable us properly to program for meeting future U.S. national needs.
