Ad Hoc Imagery Interpretation
Review Group
1. Attached are a Letter from the Secretary of Defense
transmitting copy of agreed Terms of Reference for the Ad Hoc
Review Group (Tab A) a proposed response to the Secretary of
f a (Tab Si: and a proposed letter to fir. Schultze, also for
signature, giving status of action on this subject (Tab C).
2. The sequence of actions which have tra.nsoired to date an

agreement that Joe Carroll and I would be respectively
representatives of the Secretary of Defense and the .F)CI
for the conduct of the study.

c. In the intervening period the working team has
been designated with CIA represented by Air. Chapin, D DI
(chief of tear a), r- I NFIC, and Mr. 25X1
DDS&T; and DMA. by and 25X1
There is an additional team within DIAL, for the
internal survey effort.
d. The above -listed representatives met in my office
on Tuesday, 5 October 1965, to go over a draft of a pro-
posed data collection format which would, Insofar as possible,
include the details necessary to make a comprehensive
assessment of all major facilities. The format is being
further amplified and there will be a meeting on Tueada
12 October 1'965, for its finalization.
e. At this working resting it was agreed that it is
necessary to set up a sub-panel to survey the problem of
coordination of research and development of imagery inter-
pretation equipment. lie to be my 25X1
representative on this panel. DIA has not yet designated its
representative. ,CIA has also been engrossed in the prepara-
tion of directives to the Service Chiefs and JCS for the
signature of the Secretary of Defense so that General Carroll
will have full access to facilities which are not now under his
direct control. 'These directives were signed by the Secretary
of Defense coincident with his approval of the Terms of
Reference.
3. I recommend that you sign the proposed letter to Mr.
Schultze and the proposed response to the Secretary of Defense,.

I have reviewed the Terms of Reference for the Ad Hoc Imagery
Interpretation Review Group which were jointly prepared and
agreed upon by our Senior Representatives, Lt. General Carroll
and F_ I Two copies are attached for signature;
one is to be retained by you and the other returned to me.
Viewed in the context of the Director, Bureau of the Budget's
proposal, addressed to each of us in his letter of 9 September
1965, the Terms of Reference seem to provide an appropriate
approach.
I have approved the Terms of Reference, as submitted, and am
forwarding them to you for your consideration and approval in the
hope that this study will contribute to the maximum effective
utilization and development of these resources in satisfying short
and long-term U.S. intelligence needs.

During our meeting on the FY 1967 preview I suggested the need for CIA
and the Defense Department to study their photographic interpretation
facilities. You indicated that your agency was wilting to participate
in such a study. I have also discussed this problem with Secretary McNamara
and he has indicated that the Defense Department will participate. I am
writing to recap the problem as the Bureau sees it and to ask that the
study be launched promptly. It would be particularly helpful if the
study could be completed before the final decisions are made on the
PT 1967 budget.
During the past five years there has been a proliferation of photographic
interpretation facilities is the Defense Department and a substantial
increase in photo interpretation capability in both the Department and
CIA. These actions have reflected in part, the growth of our photo-
graphic take and its growing importance as a source of intelligence.
We are now facing a four-year period which will bring major further
increases in both the volume and quality of the photography we collect.
Before we provide additional resources to =set these increases, I believe
we should study our existing assets and future requirements to insure that
they will be utilized to the maximum.
Accordingly, I request that the Department of Defense and the Central
Intelligence Agency study the major photographic interpretation facilities
in both agencies. The study might well be divided into an internal review
of facilities serving only service or agency needs, leading to a joint
review of the several facilities which entirely or partially serve na-
tional needs. I suggest that this study should, as a minimum:
- Inventory existing photographic interpretation capabilities
and workload.
Identify any existing overlap or duplication among the
facilities.

If you agrees that the study should proceed as I have outlined it, I
would appreciate it if Bureau staff would be kept informed of the study
plan and timetable, and advised of progress periodically.
