MEMORANDUM FOR: Director of Central Intelligence
SUBJECT: Consultant Fees
1. This memorandum submits a recommendation for
your approval. Such recommendation is contained in
paragraph 4.
2. We have become increasingly aware of the
extent to which our consultant fees have slipped be-
hind those paid by other government agencies and, even
more so, behind those paid by industry. We find that,
while 7 of our consultants receive no compensation
for their services, a much larger group (see attachment)
receives $38.00 per day. Our consultants and panel
members are all eminent scientists and we feel fortunate
In having their services. They are also people that we
make actual use of; the list is constantly reviewed and
those dropped whom we no longer find helpful.
3. Several of these gentlemen have made it plain
to us that they feel the Agency should pay the higher
rates prevailing in other government agencies. We
believe it both desirable and appropriate to do so.
4. It is therefore recommended that you approve
the payment of consultant fees at the rate of the top
step of G5-15 for those individuals on the attached
list under the provisions of dated 7 June 1968. 25X1
