C. 20505 January 20, 1967 Permit me to acknowledge your letter regarding your resubmission of a legislative proposal amending, among other things, the Central Intelligence Agency Retirement Act and urging consideration of at least those portions relating to cost-of-living increases. I will look into this matter to see what may be done, at least with respect to considering the change in the cost-of-living increases under your proposal. C. 20510 At you may recall, H. R. 16306, a bill containing a number of provisions relating to the administration of the Agency and its programs, was passed by the Houses of Representatives on 3 October 1966. Apparently, the busy schedule of the closing days of the second session did not permit the consideration of H. R. 16306 by your Committee. We are now processing an identical legislative proposal for transmittal to the 90th Congress. The provision of highest priority brings the Central Intelligence Agency Retirement Act into line with the new cost-of-luring adjustment formula enacted during the first session of the 89th Congress for the Civil Service and Military retire- ment systems. Early enactment of this provision would correct a substantial inequality between the CIA retirement system and the Civil Service and Military retirement systems and would render unnecessary a cost-of-living adjustment we would otherwise have to make on 1 April 1967 under the old formula. The cost-of-living adjustment provision and other amendments to the Central Intelligence Agency Retirement Act are contained in Title II of our draft bill. Title U could be treated separately if you agree in giving early consideration to its provisions.
