2. The Deputy Secretary. of Defense also has established a
requirer4ent for a report from me on implementing, actions and
'-recommended revisions to the NEP. I expect that there will be
requirements for revision as implementation progresses. I intend
to, make maximum use of the. ELINT Advisory Group to advise and
assist me in coordination of ver-all implementation of the NEP.

and as the NSA Member of the ELINT Advisory,, Group.
3. It is my. intent to monitor early implementation closely; and to..
propose changes as necessary to maintain the NEP as a viable instru-
ment for coordination of U. S. 'ELINT activities. I therefore would
appreciate it if you would provide me by 1 July 1966, and quarterly
thereafter, a description of implementing actions taken by CIA as well.::
