As a result of a request for the release of funds from our
Contingency Reserve for Project
representatives of
CIA and NSA have had several recent discussions with your staff
about two very important collection systems under development
in the two Agencies.
We have determined that the Isystem can be developed
by reprogramming and without the use of Reserve funds. We do
want you to know, however, that Admiral Taylor and Dr. Tordella
have personally consulted extensively and in detail on the two sys-
tems and are fully agreed that both short-range and long-range
systems of both Agencies should be developed with all possible
speed, and we are proceeding accordingly.
