Executive Director-Comptroller 18 November 1965
1, I of WH Division telephoned to say that he had been
in Dick Helms' office yesterday when Dick called me about
reduction in Cuba activities and said that Dick had asked him
to prepare a memorandum on the consequences of this reduction. I
told John that we were in the process of preparing a presentation for
the Director on the lower priority shopping list and would appreciate
receiving his memorandum soonest.
2. John Bross said that had talked with him 25X1
about supergrades for his staff pursuant to my request and that he
was writing me a memorandum. I understood that the memorandum
would say that he thought they could get along with the supergrade
positions they now have.
3. The Director buzzed to say that he had read Bob Bannerman's
5 November memorandum on the Technical Surveillance Counter-
measures Program and was favorably impressed. He wants to make
sure that we have money in the budget to implement the recommenda-
tions and that we do everything possible to implement them as soon
as possible. He also wants to bring this report to the attention of
Bud W he elon with particular emphasis on the "Weaknesses in the
Present Program of the Agency. "
4. I had a talk with I about his long-term career, the
gist of which was as follows: Since he was promoted in 1965, I fore-
saw no further promotion for at least the next two or three years. In
fact, I am not sure that further promotion in the Office of the Assist-
ant to the Director is in the cards since I feel that this kind of work
is not really Jack's cup of tea. He readily conceded that he thought
he was not cut out to become the head of the office. I then pointed out
that the higher ranking he got and the longer he stayed in that office,
the more difficult it would be to transfer elsewhere. I said that, if
he agreed with these statements, which he seemed to, he was at a
rather critical juncture of his career. He is forty-one years old
and should think about where he would like to pursue his career.

We discussed possibilities, and I agreed that he should get in touch
with the Inspector General, of DD/P, Paul Borel of 25X1
DD/I, and of DD/S with a view toward transferring
sometime within the next few months.
5. Paul Borel was in to talk with me about a replacement for
Walt Elder. I gave him my views on the job but emphasized that
Walt was not under my supervision and that he probably had a much
better understanding of the job requirements. The one point which
seemed to impress Paul was that Walt was not under the supervision
of the Executive Director.
