He invited me to the lunch on Monday, 27 September, for available. I will be invited. b. The Director also said that he wanted to ensure that one person was designated from each of the Directorates to update the long-range plan developed by Mr. Kirkpatrick. I told him that we would do this but I reviewed with him the scheme I have in mind for the Agency planning system as a whole. He indicated again that he approved of this but wanted to make sure that the effort is started and that we set a deadline for updating the plan. I told him that we were working on the budget and that this deadline could not be earlier than 1 November. I think that he will settle for most any- thing, but this is the third time he has raised this with me. (I must take some prompt action to satisfy him that we are not just sitting on our "ditty box. ") 2. I talked with Dick Helms about a briefing for the International Fellows of Columbia University on 20 October. He approved, provided that he did not have to be involved personally. I instructed Larry Houston to proceed but to coordinate with the Office of Training in advance. 25X1 25X1 3. Joe Becker brough a computer specialist 25X1 and consultant, in to talk with me. I gathered that thought 25X1 that it was urgent that we issue some policy guidance on centralization versus decentralization. I think that we can do this, and I asked Joe to draft something for my consideration along the following lines: We will maintain the WALNUT and NPIC facilities as decentralized computer centers. We will.not allow any new centers to be decentralized unless there is an overwhelming reason for doing so, and the burden of proof will be on the sponsoring component.
