Approved For Release S9 Executive Director-Comptroller 21 September 1965 1. I talked with Sherman Kent about becoming Chairman of the Board of Trustees of the Educational Aid Fund; he is agreeable. I asked can be legally installed without further delay. 2. I talked with Matt Baird about the dinner and briefing for the "White House Fellows" on 21 October. I asked him to take complete charge of all the arrangements and to submit to me a proposed program and guest list on which I can get Dick Helms' approval. I agreed to make a brief speech on the mission. and functions of the Agency after dinner unless, of course, Dick prefers to do this himself. 25X1 3. I gave John Clarke the study on the and 25X1 asked him to give me a sheet which would show the various alternatives available to the Director and the cost thereof. 4. John Clarke reported that he thought Dick Helms' briefing of the Mahon Committee this morning went well except that there was some confusion about whether our covert activities were properly coordinated with USIA. Dick undertook to ensure that this was done and to report back to the Committee. Dick also spoke to me about two aspects of this briefing: a. John Clarke was late in getting there. This was due to a misunderstanding between John Warner and John Clarke as to where they were to assemble and the fact that John Clarke didn't know how to get to the garage. I spoke to both of them about this and emphasized to John Warner that it is his responsibility to ensure that personnel participating in Congressional briefings are properly organized, assembled, and transported to the appropriate place in an orderly and timely manner. b. Dick thought that John Clarke's explanation of our need for about for research and development was entirely too sketchy and emphasized that we must improve this presentation considerably.
