1. I talked with Desmond FitzGerald about how the DD/P can
improve its position with the Director. I urged that he assign a DD/P
Duty Officer to the CIA Operations Center on a round-the-clock basis.
I also urged that the DD/P Duty Officer attend and participate in the
briefing which the Office of Current Intelligence gives the Director at
0645 hours each morning. Des indicated that he intended to accept both
of these suggestions.

Z. Larry Houston buzzed to say that he had the paper on the

two (Tracy Barnes had committed himself to get it to me by 13 September).
Larry explained that a new element needed to be considered, i. e. , the

into consideration. I told him that I had no objection but that I was
anxious to get the paper.

4. as in to talk with me about the briefing to be
given by Lieutenant eneral B. E. Spivey of the Joint Chiefs of Staff at
1400 hours on Thursday, 16 September, on the study which General
Spivey's group has just completed concerning the possibility of the U. S.
having to remove all U. S. military forces from France. I advised the
Morning Meeting that this briefing would take place and that would
be in touch with them to determine the participants.

5. John Clarke, John Bross, and I met with Alain Enthoven,
Assistant Secretary of Defense for Systems Analysis, to talk about the
Department of Defense planning-programming-budgeting system and,
more specifically, how the budgeting functions and the planning-
programming functions were tied together. We were told that the functions
initially were all under one position- -the Comptroller. It was clear that
after Mr. Hitch's departure the functions were split between Messrs.

Enthoven and Anthony, but they do in fact work very closely together.
Mr. Enthoven frankly said that, except for compatible personalities,
there might be great difficulties in this area. (I want to reserve judg-
ment on this, but tentatively it appears that the program anlysis function
of BPAM must be an integral part of our planning-programming function.
The question remains as to whether we should remove program analysis
from BPAM and put it into a separate organization or merge the planning
function with BPAM. )

7. With regard to the clearance which Bud Wheelon
raised at the morning meeting recently, Ray Cline advised me that this
clearance concerns extremely sensitive information and that the Director
does not have authority to clear anyone he wants. This is a prerogative
of the Navy and is handled by Admiral Taylor. Admiral Taylor was
somewhat irritated with the Agency because of the pressure they used
last week to clear on short notice. I have therefore told
Bob Bannerman not to do anything more about investigating this matter.
(I will have to have a meeting with Ray and Bud to sort this out. )
8. Ray Cline called about a Committee on Disclosures of which
Bud Wheelon is technically the Agency member. The Committee hasn't
functioned for some time. Ray and Mr. McCone undertook this chore
themselves in connection with their briefings of Chiefs of State and
other officials Ray received a call from Tommy Thompson
of the Department of State saying that there will be a meeting of the
Committee next week and asking Ray, in lieu of Bud, to represent the
Agency. I undertook to take a look at NSAM No. 156 and NSAM No. 311,
after which I will discuss this with Ray further.

9. I talked with Ray Cline about some of his problems with Bud
Wheelon and he said that Bud had now designated as
the official point of contact in DD/S&T for checking out everything
that is not cleared with Bud personally. Ray believed that this would
solve most of their coordination problems.
