1.1 telephoned to invite me to their graduation exercise
on 24 September, which I declined, and also asked me to have lunch with
him on 16 September and be briefed on his activities, which I accepted.

2. I talked with Des FitzGerald today about his processing of 303
Committee papers. Three or four were submitted today, which required
signature immediately in order to meet the deadline. No time whatever,
not even fifteen minutes, was left to review and consider the papers
before release. Des said that he is in the same boat and that all of these
papers have wings on them. However, after further discussion we agreed
that in the future they will be submitted at least twenty-four hours before
they have to be released unless there is a good reason for late submission.
(I am still not satisfied with the way these are handled and at the moment
I get no feedback whatever as to what happened at the 303 Committee
meeting. )
3. Bob Bannerman advised me that the National Interdepartmental
Seminar had advised the Agency that they only wanted five Agency people
for the next NIS course. I agreed that this was entirely satisfactory.
Three are to be furnished by DD/P and two by DD/S.
4.1 as been told that there is a mobilization position
in the Army for him at the grade of Brigidier General to which he would
like to be assigned so that he might have a chance to get promoted. While
it is a calculated risk, he realized that this would normally mean that he
would leave the Agency in case of mobilization. I told him that I thought
this was a risk which he and the Agency should take. I also said that I
would prefer to check this with Dick Helms but that, if he had to act
before I could do this, I would accept responsibility provided Ray Cline
concurred, which Bill assured me is the case.

6. I talked with Jack Blake about several things:

c. Third, we discussed DD/S&T generally. It was my definite
impression from our conversation that Jack felt that morale,
discipline, and the state of affairs in general in DD/S&T are at an
all-time low and that this is not likely to change until a new DD/S&T
is selected. I also gathered that the personnel of the Directorate
are not very favorably impressed with Agency top management
allowing the NRO on-again-off-again situation to go on insofar as
Bud Wheelon is concerned. Jack felt strongly that leadership which
is not now there should be brought in soon and that the situation will
get more chaotic by the day until this is done.
7. Howard Osborn advised me that Mr. Montague of the Post Office
Department had requested a counter-audio briefing for Postmaster
General Gronouski, who will soon become our Ambassador to Poland.
I approved, and the briefing has been given.
