1. Hank Knoche has talked with me on two occasions about the role of
the Executive Director-Comptroller. He was frank to say that he thought Mr.
Kirkpatrick had made three mistakes: (a) he attempted to rule by fiat, (b)
he had virtually no contact with the Director, and (c) he refused to deal in
substance, confining himself primarily to administrative management. Today
Hank told me that he had been doing some further thinking about this and that
he felt the Executive Director-Comptroller has a very definite and important
function to perform. Since the DDCI spends about 40 percent of his time alter-
egoing for the DCI, the Executive Director-Comptroller should be third in the
chain of command. Hank also recommended that the title be changed back to
Executive Director and that the Office of Budget, Program Analysis, and
Manpower should probably be redesignated as the Comptroller and should
report to the Executive Director.
2. Bud Wheelon, Paul Borel, and I met with Dick Helms about the follow-
ing items:
a. We discussed the Director's request for greater exploitation of
"both hard and soft" scientists. Paul presented a written proposal, which
is attached, and concluded that DD/I and DD/S&T should be jointly tasked
to organize and manage a general conference. Bud took strong exception
to this. He believed that the "hard and soft" scientists should be handled
separately and had some very definite ideas about how to exploit the
"hard" scientists. Dick approved Bud's scheme with the understanding
that he would have at least "one meeting of fifty-seven engineers." Paul
was requested to formulate specific plans for handling the "soft" scientists
and to come back with his recommendations. In the course of our con-
versation Dick took strong exception to the DD/I paper recommending
that the conference be held in the Headquarters building at the "Secret"
level. Insofar as such conferences, seminars, etc., are concerned,
Dick saw no difference between "Secret" and "Top Secret." (While he
did not ask me to do this, I want to ask Howard Osborn to look into this.)
b. Dick expressed his belief that we should have a much closer re-
lationship with NASA and should involve them more deeply in the Intelli-
gence Community.

him that, while the Bureau of the Bud et had not been requested to approve the
expenditure of 1965 money, they had been briefed on 25X1
it prior to this expenditure it did not raise the flag which they are now
raising although they had every opportunity to do so. He seemed quite re-
laxed about this.
4. I spent a few minutes with Bud Wheelon, who agreed to arrange a
series of briefings for me on DD/S&T functions. He said that he would desig-
nate Jack Blake to make the detailed arrangements. Bud also gave me a copy
of the NRO White Paper, which I found quite interesting. While I agreed to
return it to him, I want to keep it since it concisely puts the whole NRO story
in proper perspective.
5. Dick Helms asked me to read the letter to the Bureau of the Budget
setting forth our five-year projection which had been prepared for the Direc-
tor's signature. I did this and returned it to Dick with a note that I thought
it was a good, positive response.
