1. Dick Helms told me that
talked to him about the possibility of reducing
rom wo weeks to two days, and inquired if I knew
anything about this. I told him I did not. He said that he was aware
of the fact that some of the people in the Clandestine Services were
not enamored with but before making any such
decision, he would want this looked into from an Agency point of view
and asked that I undertake to do this sometime soon.
2. was in to brief me on the SOP's and other
pertinent documents having to do with the CIA Oerations Center.
These are now in fair shape although Isays they will
not be completely finished until about 1 October. I said I would like
to see them again when they are finished.
3. I met with Helms and Wheelon to discuss organizational
problems in the DD/S&T. The gist of these problems is as follows:
a. Wheelon reported that had declined
to accept the position of Direc He therefore
proposed that Carl Duckett be appointed Assistant DD/S&T
immediately and assume responsibility for the Agency's over-
head reconnaissance program. We discussed this briefly and
Helms said that the Director had a talk with him as late as
this afternoon and seemed determined to get someone for the
Assistant DD/S&T position with a reputation and good technical
why it was so urgent that Jack Ledford be relieved of this
responsibility immediately. Bud didn't have any very good
answer except that Jack wanted to be relieved and he thought

we should send a new, smiling face to the Pentagon. After a
brief discussion, it was decided that Leford would be left in
this position for the time being.
c. I also took this occasion to tell Bud that I thought it was
extremely important that he clarify his own position to his own
troops. I said I felt he must be aware of the fact that the
corridors were seething with rumors that he was leaving almost
immediately and that I felt very strongly that most of these
people are spending their time talking about this rather than
getting on with their jobs. He seemed a little surprised at this
and agreed to have a. staff meeting without delay and explain to
his staff that while he did not propose to stay here forever, he
was certainly not abandoning ship and would definitely stay and
see that his shop and his programs were turned over to some
worthy successor as a going concern.
