17 August 1965
1. At the morning meeting on 17 August:
a. The Director generated quite a discussion on "analysis
of reports" from Saigon. In particular he referred to interro-
gations of POW's. Ray Cline as usual put up some resistance as
a result of Peer deSilva's comment that the reports are received
in "yea thick. " The Director said that he saw no reason why
succinct resumes could not be prepared and was advised by Jack
Smith that this is being done. The Director remarked that today
was the 17th of August and he would "await receipt of the first
one. " Ray then pointed out that we are "beefing up our analytical
capabilities in Saigon. " The Director responded by saying, "Fine--
we have $40 million to spend on Vietnam so let's get what we need
and get on with the job--I hope I make myself clear. "
b. Bob Bannerman reported that a course is now being con-
ducted in resisting interrogation by 25X1
the Soviets--Medical Staff is participating. asked 25X1
if a similar course w culd be conducted for Chinese interrogations.
Bob responded that this would be a part of the course. At this
point Peer deSilva noted a study prepared by the Germans after
World War II on interrogation techniques used by the Soviets and
suggested that this study would be helpful. The Director asked
that the report be dug out and used--he also wanted to see it--
to see how good our retrieval system is!
c. FLASH--Dick Helms announced that "The Agreement"
has not been signed. He and the Director are having lunch with
Cyrus Vance tomorrow and believeSthis problem will come up
at that time. Again later--The agreement has been signed.

d. I suggest that at the first opportunit you get a briefing

e. The Director again asked about bomblets, hand grenades,
and delayed fuses. The finger is on Des to produce.

Dick asked us to come up with other suggestions. I haven't had
time to think about this yet.
2. I read NPIC's weekly personnel status report to you and had
a problem reconciling the statement that NPIC had 69 vacancies and
179 personnel in process. There is 25X1
an explanation, and the format of the report will be changed accordingly.
