Approved For Release 2 ~"I'~, - ~ ~~ ~a ~:" '~ Executive Director-Comptroller 2 August 1965 1, I talked with Bob Bannerman about Secretary McNamara's memo- randum. of 12 July 1965 to the President on the Department of Defense cost reduction program, I told Bob that I thought he should read it and that it was the kind of thing I hoped the Office of Logistics might come up with as apart of our own cost reduction program. 25X1 2, I spoke to Paul Borel about his failure, when handing the Director two documents at the morning meeting, to tell the Director what distribution had been made, what additional distribution he recommended, and whether the Director should make any distribution over his own signature. Paul admitted that he had been seriously in error in ignoring my advice of several days ago along these lines. 25X1 3. I talked with Tom Karamessines, Paul Sorel, and Cord Meyer about the briefing for Leonard Marks, Director of USIA, on 5 August. I also presented a proposed schedule to Dick Helms which calls for about a fifteen-minute presentation by him on the mission and functions of the 25X1 5. I called Tom Karamessines about having Dr. Harry King out for lunch sometime soon to see whether we could work out something of mutual interest. Tom was enthusiastic about the prospect and was agree- able to having someone join Harry King and me when I can get him out for lunch. Approved For Release 20~~ 6R001 ~~d~d~~~t~,~r~~. tlawngraCing anu declassiticaifao 25X1 25X1 Approved For Release 2004/02/19 :CIA-~ 700110031-0 25X1 The four items on which I asked them to take immediate action were: (1) their recommendations on how we organize ourselves and approach the CIA-DOD study of national photographic interpretation requirements; (2) whether we have a committee on photographic exploitation or add this function to the COMOR Committee and how we organize in-house and present this proposition to USIB; (3) whether we can relax the elaborate and extensive security control applied by NPIC; and (4) the overtime situa- tion in NPIC. I emphasized that I did not believe paying for overtime was the answer to the problem. The people in NPIC are working too much over- time and this has to be cut down. Paying them extra money won't solve anything and will create problems if we take it away from them at some later date. Furthermore, there are other people in the Agency who are working long -hours of overtime and not getting paid for it. (NPIC sub - mitted their comments on the IG report today, which I have not yet had time to read.) I also had a brief talk with Dick Helms about the NPIC problem and reported as outlined above. He is greatly concerned about how we are going to sort this one out, and I must admit that I was not able to give him any very good answer. 25X1 8. Sob Bannerman sent up two letters from at the White House and a proposed acknowledgment. I asked him to take these back and to check with the FBI to see whether they had received similar letters. In any case, he should call nd tell him that it will be necessar to coordinate our replies with the FBI. Sob did this and admitted the letters were premature. He said that he would send similar letters to the FBI and that he understood the necessity fox? full coordination between the two agencies. 9. I met with whose job in the Office of Computer Services has been abolishe an w o requested an audience with me. I listened to his story but didn't give him very much comfort. Bud Wheelon called to say he had some misgivings about the SOP for the Operations Center which was developed by Paul Borel over the weekend and that they were. making some comments on it. I encouraged him to do so. In fact, the purpose of the whole exercise was to get an SOP that everybody understands. In this connection, no matter what our SOP is, the Director has told Dick Helms that he wants us to have a DCI Duty Officer on Saturdays, Sundays, and holidays. I told Dick that I would start the roster this weekend. 25X1 11. John Richardson and I lunched with who is 25X1 looking for a job. I told him that we probably could not find hirn one but agreed to shop his papers and make sure that he is given thorough considera- tion. (I referred his resume to the Office of Personnel. ) 5X1 5X1 13. I talked to Dick Helms about taking a week's leave and he was perfectly agreeable to my leaving on the evening of Friday, 13 August, and returning to Washington for duty on the morning of 23 August. He was also agreeable to having Jack Earman sit in my chair for this one- week period. I spoke to Jack about it; he is agreeable, but I asked him not to mention it to anyone until I had cleared my leave with the Director, 14. In my conversation with Dick Helms about NPIC he asked me to think seriously about what he should say to Ray Cline sometime withir~TATINTL the next few days about NPIC and the problem it poses.
