We talked about I land ticularly the 25X1 DD/S&T memorandum of 20 July 1965 concerning nd 25X1 I explained to them that while this paper put forth the CIA position, their job was not complete until they had effected the necessary coordination with the Department of Defense. Mr. Schultze has written to both Admiral Raborn and Mr. McNamara placing the responsibility on the Director to decide whether all of these intelli- gence objectives are necessary and whether we are going forward with the greatest efficiency and economy. Therefore, the Director must be in a position to reply to Mr. Schultze that he and Mr. McNamara are or are not in agreement. There is no question that the Bureau of the Budget is not going to release any more money from the reserve until this has been done. Bud a reed to coordinate with John Bross, to get in touch with I land to do whatever else is necessary to insure that the Director can respond properly to Mr. Schultze's letter. b. I took this occasion to respond to Bud's protest about placing in our from OXCART. I 25X1 accepted full responsibility for making this recommendation to Dick Helms and the Director. I assured Bud, however, that his own recommendations were also presented and that the decision to do this was made with full knowledge of the import and c o following rationale: OXCART is not o erational 25X1 The U. S. Government is going to run OXCART so it isn't essential that it be run by CIA if we have to pay or the privilege. Bud was somewhat emotional but disagree with the procedure more than he did with the decision and again said that if the Agency lost OXCART he would resign. (On 23 July Bud made a "formal but friendly" protest to the Director and me on the same subject. In addition, he also protested because a larger percentage of the lower priority reductions was assigned to DD/S&T than was assigned to other Deputy Directorates. The Director supported my earlier contention on the rationale and also my position that we could not approach such a reduction on an across- the-board percentage basis. I had a session with Bud after our meeting with the Director and I think that I molified him somewhat, although I made no concessions except to assure him that it was my hope that he would always have his day in court after which he, like everyone else, should put his shoulder to the wheel and abide by the Director's decision. ) 2. I discussed with Bud Wheelon and Dr. Tietjen the DD/S&T paper requesting that pilot be continued in the I---- program. Bud stated he would have no objection i I disapproved this request, which I said I would do. I also added that I would make provisions for the pilot's retention only until another pilot could be trained to replace him.. 3. I lunched with disagreements. We had "friendly" discussions on four a. The assignment to the Office of Training for the coordination of speakers which the Agency furnishes both in and out of Government. (It may be that the instructions on this subject need to be cleaned up. I will ask Bob Bannerman to look into this and insure that this is done. ) b. The new preface to Sherman Kent's book. I told Stan that I had discussed this with Dick Helms and others and that I was going to approve publication of the preface without further ado. c. Our recruitment brochure. Stan thinks it is a great mistake to use this brochure with John McCone's picture on it and with a brief addendum inserted which says that Admiral Raborn is now the Director and with Lyman Kirkpatrick still being identified as Executive Director. I told Stan we had a few thousand of the brochures which we were going to use, that his suggestions were appreciated, and that we would try to incorporate them in the revision sometime late this fall. d. He is also concerned about the worki is doing 25X1 for Allen Dulles and his relationship with Walter Pforzheimer. I told Stan that Dick Helms was aware of this activity and that I thought we need not be concerned about it. 4. I made a half-hour speech to the CIA personnel who are going to attend senior officer schools next year. I exhorted them to turn in a stellar performance and emphasized that their representation of this Agency was at least as important as what they will learn and contribute to the program. He told me that we have not yet received a letter from the Department of Defense on SWITCHBACK funding for Fiscal Year 1966 and that he is withholding instructions to the field. I approved of his continuing to do so for the time being, but asked him to needle Joe Hoover to see if he couldn't get the letter as soon as possible. b. John alerted me that current planning would provide for a over-run on the new Printing Services Division building. I telephoned Bob Bannerman and told him that they would have to design something which could be done within the money since we have no legal authority to spend more than was left over from the" construction of the Headquarters building. a. He left a paper with me giving all of the Deputies' reactions to the Director's request for a quarterly report by all supervisors on any problems their personnel might have. Everybody is against it and Bob hoped that we could defer action on it until the Director has had a detailed briefing on our personnel program. I said that I would try to do this and would insure that he at least has a chance to talk with the Director about it. 25X1 b. I spent considerable time with the Director, John Clarke and others preparing for our meeting with Mr. Schultze of the Bureau of the Budget on 23 July. Bob Ayers of Government Services, Incorporated telephoned to 25X1 say that had requested that his resignation be accepted and that he would be leaving the CIA cafeteria within the next few days.
