1. Along with Ray Cline and a number of other Agency personnel,
I participated in a briefing by the Joint War Games Agency of The Joint
Chiefs of Staff. This particular briefing had to do with cold-war gaming.
Their pitch was to interest CIA. in full participation in the program and,
hopefully, to get CIA. to sponsor acold-war gaming exercise at some
future date. They hoped that they would still have an opportunity to brief
the Director sometime and offered to come back at his convenience. I
assured these gentlemen that they could count on full support and partici-
pation by the Agency. I hesitated to commit the Director to sponsor an
exercise but said that this was something which we could decide at a later
date. The first scheduled exercise starts Monday, 26 July, and continues
for four days. Agency participants have been selected; this is all in
train. After the meeting I met with Ray Cline and f 25X1
the Collection Guidance Staff to inquire as to who or what component in
the Agency was the focal point for coordination of Agency war gaming
exercises with the Joint War Games Agency at the Pentagon. I found this
to be very fuzzy and no one seemed to know who had the res onsibility.
In fact, I think that no focal point has ever been designated. ~ 25X1
because of his interest in this area, had acted as the Agency
coon ina or and since his death has picked up the ball and has 25X1
coordinated Agency interest for e nex exercise. I asked o 25X1
consult with other interested officials in the Agency and to give me a
recommendation within the next few days as to what component should
have this responsibility. I want to follow through to ensure that this is
formalized in some way because these wax games take place about once a
month and rather senior personnel participate in them. With regard to
the memorandum of 12 July from Admiral C. J. Van Arsdall, Chief,
Joint War Games Agency, I told Ray and that this should have 25X1
been answered promptly and briefly without ma ing any commitment.
However, now that we have had the briefings, we should answer the memo-
randum promptly by thanking them for the briefing, assuring them that
they will have our full participation in the program, and telling them that
we will designate an official focal point within the next few days. 25X1
