Through my representative at Watch Committee Meeting of
28 August, pressed home the points of heavy loading and
number of ships from the Black Sea carrying military equip-
ment to Cuba. My representative stated that the speed and
magnitude of deliveries is unprecedented. (From unofficial
handwritten notes taken at meeting. )
2. Combined Watch Report of the USIB (dtd 29 Aug.) states,
"We are not able on the basis of evidence available at this
time to determine the precise nature or purpose of the inten-
sified program of Bloc military assistance and construction
in Cuba. Those activities represent a significant Soviet
effort to improve the defensive military capabilities of the
Cuban regime.
