states: "The 11 Sept. Soviet statement on Cuba represents an
effort to make more difficult any effective Western response to
unilateral Communist strengthening of Cuban military capabilities
while not directly committing the USSR to defense of the island. "
2. Met with General Lansdale (presumably here) at 2:00. (Calendar
Sheet.) General Lansdale called asking for this meeting
to discuss "special activities with a group, and information
that came out of the meeting yesterday at the White House, "
