CURRENT INTELLIGENCE MEMORANDUM
SUBJECT: Comments on Offensive Missile Strength in
Cub a
1. We believe that the Soviets intended to de-
ploy a total of five missile regiments in Cuba, two
at San Cristobal and one each at Sagua la Grande,
Guanajay, and Remedios. Our estimate of a planned
total of 80 missiles in Cuba (48 MRBM, 32 IRBM) is
based on relatively firm intelligence on Soviet mis_,
sale operational concept. According to this concept,
each regiment commands two sites, each site contains
four launchers, and each launcher has two missiles
providing an initial launch and a single refire capa-
bility. This means a total of eight missiles per
site and sixteen missiles per regiment.

missiles in Cuba (presumably either MRBM or IRBM or
both). Although we cannot substantiate the Kuznet-
sov statement, the number used would accord with our
estimate that about seven ships carrying at least
six missiles and missile transporters each have ar-
rived in Cuba. If we assume that the number of mis-
siles actually delivered was 41 or 42, then 7 or 8
have not been detected to date.
5. Regarding IRBMs, we observed some missile
support equipment at Guanajay. Although we do not
believe any appreciable quantity of IRBM equipment
reached Cuba, we cannot rule out the possibility
that a few IRBMs did arrive and remain undetected.
