systems capable of offensive use are introduced or re-
introduced into Cuba, and if Cuba does not on its part
institute any attacks on the states of the Organisation
of American States, the United States declares that it

within any part of the United States or otherwise. This
declaration is in senformity with the provisions of the
United Natione Obarter and the Rio Pact and dirt not alter
any of the rights or obligations contained therein. The
