1. The Cubans have evidently decided to try to shoot
down reconnaissance planes, but our only photographic mis-
sion over Cuba on Sunday, a high-altitude flight, returned
without incident.
2. preliminary analysis of the coverage provides
little new information. We took another look at one IRBM
and two MRBM sites. Since the last coverage, there are
still 50 vehicles at one MRBM base, and the concrete bunker
has not been dismantled, but at the other base all the ve-
hicles which were there last time have left. At the Re-
medios IRBM site, there is considerable equipment of one
of the mobile Russian groundforce units.

4. Saturday's photography shows that a SAM site 13
miles from Guantanamo has been abandoned, and a new one
is being established 10 miles farther away. The SAM sites
have been relocated before, and we have no indication that ILLEGIB
the relation to Guantanamo had anything to do with the

Sunday which produced no change in the Soviet position.
;Cuznetsov says we are stalling but he himself suggests
that the IL-28's should not be removed until a final so-
lution is achieved. He is still pushing the plan for a
"reciprocal" UN presence in the Caribbean, meaning one
which would inspect the US as well as Cuba. He says he
has no word on when Mikoyan will leave Cuba.
