15 June 1962 Memorandum for the Record based on the debriefing of General Carter who attended the Special Group (CI) and the Special Group Meetings on 14 June 1962. Approved For Release 2007/07/13: CIA-RDP80BO1676R001900120007-4 Special Group (CI) Item 1. Ambassador Trimble briefed on Cambodia along the lines of his earlier dispatch on the subject. ACTION: Each member of the Special Group (CI) is to present a status report on all current programs in Cambodia at the next meeting of the Special Group (CI). Item 2. South Vietnam status report. The Group heard an oral report from who had returned from Saigon. There was a discussion of reporting by the CIA Chief of Station and it was generally agreed that such reporting provided a useful insight. No members of the Group seemed disturbed by alleged criticism of the Pentagon in this regard. ACTION: Chief of Station, Saigon, is to prepare an assess- ment of intelligence collection and evaluation by all departments and agencies throughout South Vietnam. delivered at the meeting. Item 3. Research and Development Projects. General Carter delivered copies of the Agency paper to General Taylor, Mr. Johnson, Mr. Gil atric, Mr. Coffin, General Krulak, The DOD paper on this subject was ACTION: . General Carter and Mr. Gilpatric are to coordinate on this subject in order to insure that there is no gross duplication and that views from the field on the kind of equipment are given due weight. Copies of the DCI cable as amplified by our Station in 25X1 were given the same distribution as the Research and Development paper. There was general discussion of the situation in the 25X1 Department of State reporting would brief the Special Group .(CI) at its. next meeting on the Country Team Internal Security Plan. The State Department will send a letter to all members proposing the establishment of these Task Forces. Item 5. Draft NSAM was amended to conform to the language of NSAM 124 and there was a discussion of the authority and responsibility of the Special Group (CI) for the development of country plan. The desirability of desk level Task Forces for each of the countries falling under CI purview was discussed. It was the consensus these Task Forces would report periodically and bring to the attention of the principals matters which seemed to be falling behind. Special Group Item 2. The request for two additional Cuban overflights in June was approved as presented. Item 3. Mr. Ed Hurwitch (State) is to act right-hand man on this subject. 2. Mr. Johnson told General Carter the Soviets may soon have and that State was going to recommend a course of action which would involve Mr. Johnson said this has been discussed with McGeorge Bundy. There was a discussion of the charter of the Special Group (CI) and it was agreed that this Group would not have the. authority to approve programs by existing agencies and departments. General Taylor said that the Special Group (CI) acted as a focal point for the President with McGeorge Bundy as an Adjutant General, and that the Special Group (CI) acted on the basis of special National Security Action Memoranda.
