DDCI said it was a good job. 2. Special Group took note of DOD report on stockpiling. DDCI made points from the lengthy CIA report on this subject. General Taylor was interested and may ask to have a copy of the ClApaper. DDCI pointed out the need to have naval craft of various types available. CIA was asked to confer with DOD and Navy to come up with requirements for such craft, particularly small boats. 3. The CIA paper I was highly complimented by Alexis Johnson who said he would send the State and CIA papers to for comment. Following receipt of the comment, a paper will be prepared for transmittal from the Special Group to the White House as a response to McGeorge Bundy's memo. 4. The CIA paper was approved. 5. Space Objects. It was announced that State and Defense had reached agreed positions but there was no paper available for use. General Carter requested that CIA be supplied with the paper. 6. DDCI reported on the NRO and answered several questions from General Taylor, who said that either Mr. McCone or he, General Taylor, should tell the President about this and that the Killian Committee should be advised. DDCI described the weather problem in South China report back to the Group. 2. The OXCART matter did not arise, as Bill Bundy was there and is not cleared. 3. There was no briefing on the Kamchatka peripherals. 4. NPIC Cuba photos were shown in response to the question as to quality. In view of your schedule, I have informed DD/S and Commo that you will not plan to take any equipment or make any display at the meeting this afternoon. Actually next week would be better because the discussion could be related directly to the status report on South Vietnam and this is how the issue came up in the first place. 2. After the DCI's meeting with the President and General Taylor on 7 May, General Taylor suggested that the DCI bring to the next Special Group Meeting pictures of the OXCART test (these are attached) and examples of U-2 photography over Cuba (these will be waiting for you at the meeting room). The DCI suggested that Colonel Stakely be invited to brief the Group on accomplished and pending peripheral flights around the Kamchatka area. 6. The agenda item on outer space objectives is a continuation of a debate between State and Defense in which we have remained neutral. 7.
