MEMORANDUM FOR THE RECORD
SUBJECT: Special Group Meeting - 5412 - 26 April 1962.
26 April 1962.
1. COMOR recommendation for reconnaissance overflights of
NVN was approved with the understanding that the actual number of
flights would be limited to two flights per month for the months of May,
June, and July; at which time the matter would be resubmitted. to the
Group for further consideration.
ACTION:- Instruction should be given COMOR; also, I wish to go
into the question of cover and pilot instructions carefully. Cover
story now existent does not seem adequate or proper to me and I
think in view of the Powers incident, we should give careful and
immediate cons ide ration to pilot indoctrination and instructions.
3. General discussion of Formosa. It was suggested that Mr. Cline
appear at the meeting next Thursday, May 3, to give the Committee a
background briefing on the situation in Formosa.
4. McCone reviewed, but did not submit CIA's proposal for
U. S. Assistance Plan met with immediate
objection. Various alternatives were suggested, including the dispersal
of the force and questions were asked concerning the effectiveness of the
ACTION:. This matter should be reviewed at an early date with
General Carter, DD/ P, and FitzGerald. I feel that we cannot get
approval of this plan unless we have participation in the supply and
resupply operations. The question was raised as to whether this-
possibility was. thoroughly exhausted.

5. The Wall Street Journal disclosure on Cuba was discussed.
Mc Cone took the position outlined i n - memorandum
of April 25 to the effect that an article does not clearly constitute an
unauthorized disclosure and an investigation yo uld be unproductive.
The Group agreed.
ACTION: McCone to call Admiral Lowrance or Admiral Anderson
to stop the proposed Navy investigation.
