Action: McCone raised question of JCS requesting overflight without going through COMOR and USIB as was done on South China flight last week. JCS spokesman claimed their right to approach Special Group without going through COMOR. Secretary Gilpatric stated all overflights would go through COMOR if McCone so desired. However, the charter and responsibilities of COMOR should be discussed with me prior to next meeting. 2. The USIB action on the CORONA and ARGON missions were approved. Action: We can proceed and then prepare for submission to Special Group later this year with respect to the '63 support. 4.
