M ORANDUM TOR: Deputy Director (Plans)
1. At%clwd are two copies of a memorandum prepared
by the Director on actions taken at the Special Group Meeting
on 5 January 1961. As you will note, Items 1. 2. and 3 require
further action and I assume Item 4 will be placed on the agenda
for this week+s meeting.
2. The Director asked that you ensure that the cover
story referred t s worked out satisfactorily with
Alexis Johnson and report to him that this has been accomplished.
The Director also Indicated he would like to be advised of the
cover suety we propose to use. I believe you should discuss
th the Director (if you have not already dams so) as to
r further action, It any, is required on "the appointment of
John Bross as the Agency staff member to work on counter-
insurgency. Incideally. I am enclosing the packet of papers
on this subject.
3. As you will note, the Director wish** to
with you prior to vain placing it on the agenda.

Memorandum of Actions at the Special Group Meeting on 5 January
J 1. On on chart was approved, subject
to final approval by higher authority. It is understood that each of the two
remaining missions would be submitted to the Special Group for subsequent
approval.
ar 2. The establishment of a counter-insurgency group was discussed
briefly. It was agreed that such a group probably should be formulated as
an extension of the 5412 Committee operation. It was agreed that each
nominated member would have a staff rq:) resentative work immediately
on review of all existing papers in the preparation of the final action memorandum.
I am suggesting that Mr. John Bross, Assistant DD/P, represent me in
this staff operation.

6. Mr. Lundahl gave a complete briefing on the most recent Corona
operation. This was very impressive to those who had not seen it.
7. The proposal for the special arrangement with

discussed and the matter placed on the Agenda for discussion with the
President on January 6.
