The CIA doctrine paper entitled "CIA Participation
in Overseas Internal Defense Operations" was approved
at the Special Group meeting of 9 August. This paper.
together with the Agency's "history" paper on counter.
insurgency, is now ready for the DCI to give to the President.
The Executive Director is suggesting some changes in
Chapter Two in the history paper dealing with Agency
organisation.
