MEWRANDUM FOR THE RECORD
SUBJECT: Minutes of the Meeting of the Special Group (CI)
11:00 a.m., Friday, December 6, 1963
PRESENT: Governor Harriman, Mr. Gilpatric, Mr. Bell, Mr. Wilson vice Mr.
Murrow, General Krulak vice General Taylor, Mr. Karamessines vice
Mr. McCone, Mr. Nolan vice the Attorney General
Mr. Crockett was present for Item No. 1
Mr. Hutchinson and Mr. Engle were present for Item No. 3,?

Mr. Rostow, Mr. Bundy and Mr. Maechling were present for the
meeting.
1. Counterinsurgency Intelligence Summary
Mr. Karamessines presented a brief summary of the intelligence memorandum
distributed for this item.
He observed that the trend in increased terrorist attacks in Latin American
countries is believed to be in response to Castro's instructions, The Group
agreed with Mr. Bell's recommendation that a review should be made on Cuban-
inspired subversion and terrorism in threatened Latin American countries,
and that this review should include an assessment of the adequacy of US pro-
grams. Mr. Wilson added that particular attention should be given to the
problem of the harrassing and kidnapping of US personnel.
Mr. Crockett, Acting Director, Office of Caribbean and Mexican Affairs,
ARA, presented a summary of the current thinking of State on the question of
US recognition of the Dominican Republic. He stated that no decision on this
question has been made at this time. In response to the Chairman's question,
Mr. Karamessines stated that latest reports indicate that the insurgency pro-
blem could become serious. At present, however, there is no positive proof
of Castro support. Mr. Bundy requested that all agencies be kept fully
informed of developments to recognize both the Dominican Republic and Honduras.
The Group agreed that a CIA evaluation of the insurgency situation in the
Dominican Republic should be included in the Intelligence Summary item sub-
mitted at the next meeting.
2. National Policy Paper Program
Mr. Rostow, in briefing the Group on the background, objectives, and pro-
cedures of the National Policy Paper Program, pointed out the relationship
between this program and the IDPs. He stated that certain portions of the
IDP will be incorporated into the body of the National Policy Paper with the
entire IDP considered as an annex of the Paper. It was agreed that the

Ambassador will retain operational responsibility for the execution of the.-
IDP, and the Group will continue to review these plans,, independent of
action on the National Policy Paper for the same country.
Mr. Rostow stated that it is planned to use existing mechanisms to follow
up on the execution of the policy set forth in these papers.
Mr. Rostow agreed with Mr. Bell's suggestion that the procedures paper
should contain less instruction on mechanics and place more emphasis on fix-
ing responsibility and reporting requirements.
There was general agreement that the National Policy Paper Program does
not affect the Special Group's operations but does affect the relationships
between the various departments and agencies.
The Group decided that individual members of the Group would comment
separately on the National Policy Paper Program as it pertains to their
respective departments and agencies.
3. Police Assistance Programs in UAM Countries
Mr. Bell stated that based on the review of US policy to provide police
assistance to the UAM states, it is not planned to expand these programs,
following the completion of current programs. However, individual cases for
aid programs will be reviewed when required by special circumstances.
In response to a question by the Chairman, Mr. Bell said that current
planning calls for a continuation of the Malagasy program and initiation of a
small program in the Chad.
The Group noted Mr. Bell's report.
