tfSIA in terms of the president's memorandum to the Director
of USIA, dated January 2~, 1963, Mr, Murrov pointed out
that this memorandus divides USLA's responaibilitieea into

other actions, and advising the !resident and the rent of
the Government on the implications of foreign opinion for
