MEMORANDUM TO: The General Counsel
1. Re the Board discussed yesterday by the DCI:
RECOMMEND:
That it be of five members rather than three so as to give
broader representation and to expedite since meetings can be
held When there are three or more members present;
(2) That no official of CIA, other than a non-voting Secretary
be a member of the Board;
(1)
That Powers be represented by counsel of his own choosing if
he so wishes;
(4) That CIA furnish a technical staff to the Board, formed from
DPD, CI, and the General Counsel's office, to prepare questions
and to assist the Board in conducting the hearings;
(5) That all sessions be held secretly so Powers is not exposed to
cameramen, TV, etc. and security is maintained;
(6) That the Board make two reports to the DCI, one classified, the
other for publication;

That the membership of the Board, before its naming, be approved
by the White House;
That all public announcements re the Board be made by the White
House;
(9) That at its first meeting a photo of the Board be taken and made
available to the White House for public release;
