1. The Director said that too many people were attending
the IaC meetings an that he intended to restrict the number to the
members of the IAC and one consultant.
The Director stated that he had held discussions with
representatives of the Bureau of the Budget. The Budget had indicated
that, CIA request for I and J Buildings was approved but that the re-
quest for one building to hold the entire agency was being held in
abeyance.
2. Dr. Millikan stated that he had submitted a report on
the status of ttie ro ject, the indicated that a representative
of the project would be coming to b~ashington on Friday to work out
contact details.
Dr. Millikan reported that as a result of NSC 282, nis
office had prepared recommendations on the facilities of the U. S.
Government for economic intelligence. He was circulating the recom-
mendations that he intended to submit to the 1SC for comment by the
Assistant Directors. he pointed out that the establishment of a
committee on economic intelligence under the IAC was the major recom-
mendation.
3. Mr. tteber presented a paper on the subject of overt
operational liaison. He pointed out that the paper had been cir-
culated through the Assistant Directors and that it made a change
only in that it put the responsibility on the assistant Directors
themselves for liaison control rather than in C/CD. Mr. Jackson
commented that it was, in effect, putting into practise the actual
present method. Dr. andrews stated that the most serious objection
was that the other agencies might complain on duplication of liaison.
Dr. Millikan said that it was very important from the viewpoint of
his office to have direct liaison between his analysts and those of
other agencies. There being no further objection, it was agreed
that the paper be put into effect immediately.
Mr. &-,bur inquired as to whether the status report on
projects under consideration by 0/IC should be continued. There was
unanimous view that it should.
