1. Reported that a NSCD for covert operations and clandestine ,activities been prepared in a conference with Ce
nd myself. The DCI sat in for part and directed that the 2 5X1
paper sou go to the NSC who would then refer it to the Department of State
and Defense for comment. is writing a paper distinguishing between
guerrilla warfare and cover; operations which will be agreed upon by the same
committee and submitted simultaneously.
2. Reported concurrence in transfer of duty officer from 0/NE to o/SS
effective 5 January 1951.
3. Reported looking over 0/RR organization and recommended to 0/RR that
they get advice from D of Management.

Budget asking for views on communications policy.

6. It was reported that Ambassador Kirk would be here today to see Dr.
Langer.
7. Mr. was asked to prepare detailed requirements for submission
to the Depar men of Defense following up the Marshall letter. He said that
they should be ready January 8.
9. Mr. Reber reported on the Bureau of the Budget's wishes concerning
economic reporting and economic requirements.
