Mr. Dulles reported that he and Mr. briefed Deputy
Chief of Staff, General Maxwell Taylor, on OPC operations in the
Far East
Mr. I Isaid that both Admiral Stevens and
General Magruder had objected to the use in a covert capacity of
out--of-uniform regular army or navy officers.

with OIR on requirements and to get the branch chiefs of

anxious that someone assume full responsibility for it. Mr. Reber
