He n.n_nted out that a proposition such as that advanced by to promote graduat?=s of the training school from GS-V to GS-7 might be turned down on a :staff level and never permit a policy decision on the appropriate level. It was agreed that this was practical as long as the Aseistan.t Directors did not jet the imoressior that initiative was being taken away from them. It war pointed opt that AD/CD had not yet been informed that personal mail was not, to he opened in the mail room. Mr. said that he would look into this. There was discussion of the provision i_n that in no instance would U.S. government interest e indicated or implied. Mr. Jackson suggested that in rewriting the NSC Directive this might he modified.
