i;Ir. McConnel asked whether the Deputy Director would sit on

the Loyalty Board in a particularly high-level case. There was
discussion of the functions of the Loyalty board and the propriety of
the Deputy Directors' sitt'ng on cases concerning officials directl-
under their control.
rMr. McConnel reported that, he had been holding discussions Tito
several personnel men on the subject, of personnel procurement and tnat
he believed he would have some recommendations at an early date.
Ir. McConnel said that tir. Baird would be ready to propose a
training program for presentation to the Assistant Directors at the next
meeting.
Yr. Dulles said that. Ar._ Carey was worried about the letter to
Matthew Marks in Treasury because it indicated CIA cooperation in E ~'forco,-
ment. He was informed that the memorandum applied solely to la rd t~-at
there was no connection with 0/0 involved.
Hr. Jackson suggested that where possible all material be
submitted to him prior to submission to the Director. He informed
i~ir. McConnel that he did not o-. nsider that this necessarily would
apply to vouchers for signature.
Mr. Reber said that both Dr. Millikan and Mr. Douglas wot.id
prefer to have a delay in briefing the IAC on the reorganization of CL .
