The Director commented on the item in the log concerning leaflt
dropping in He asked that instructions be issued that nlainPs
dropping leaflets fly a direct course in and out. He mentioned the
advisability of similar leaflet drops. Mr. Dulles pointed out that this
particular flight plan had been approved by the panel of consultants
and said that he would check on future operations.

Mr. McConnel reported on the request to the Department of
Defense for getting reserve officers assigned to the agency.
Mr. McConnel reported that the Bureau of the Budget had asked
for an emergency plan on the part of the agency.
The Director inquired as to whether the Army had ever sent a
correcting cable on its psychological warfare order. He was uarticularly
concerned to know whether the cable had gone to all theatres of just to
Willoughby.
Mr. McConnel reported that there was agreement on the hiring
of General F__ _Jas Chief of Communications.
The Director inquired as to what progress was being made to find
a Director of Personnel. Mr.~ informed him that he was working on
this matter.
The Director inquired as to what progress was being made on
obtaining the u lfor the agency. Mr. Dulles said that
he would check witri r. Staats of the Bureau of the Budget on this item.
