Mr. Dulles reported that he had discussed a paper on electro- magnetic warfare with Mr. II The Director said that we should not ask to do this job but should request some other agency to take it on. Mr. Dulles inquired as to the status of our ceiling on military personnel. It was reported that Fisher Howe had called and asked whether we had received Gen. Wedemeyer'e report and was informed that we hadn't. Howe also said that there was no immediate urgency on CIA's assisting them on their budget. It was reported that General Bolling had recommended that an ad hoc committee of the IAC study the problem of relations in the field.
