Mr. Jackson mentioned a letter to the FBI, prepared for the
DCI's signature, in regard to the proposed I uin this 25X1

He, unfortunately, is out of town. The Director stated that he would
call Mr. Ladd and asked Mr. Wisner to get the deadline for the operatics
from Mr. Kirkpatrick.
Mr. Wisner gave the Director the JCS reply in regard to 0/tC
coordination with the Joint Chiefs and theater commanders. Mr. Wisner
believes that this reply is satisfactory.
Mr. Wisner mentioned the unresolved difficulties under NS( 1(?/3
and stated that Mr. Becker has produced a paper. There is some split can
the staff level in regard to the amount of power that this paper gives
to the JCS. The Director stated that in time of war we must realize tlat
the military will get just about what they want. The DCI wants to see
Mr. Becker's paper after it has been shown to Mr. Jackson.
Mr. Wisner reported that Mr. Barrett's area in State Departm-at
was becoming somewhat upset about Radio Free Europe.and the NCFE. state
Department seems to believe that the increasing excellence of Lhese
organizations will create an unfavorable comparison with VOA.
