Mr. Dulles reported that CIA had received 25X1
what purported to be a detailed factual account of the Soviet third
atomic explosion, but the location given was some 2,000 miles off. This
account was regarded as a fabrication and study was being made as to the
purpose thereof.
Mr. Dulles noted that the gentleman who was being considered
for the job in Iwould be in Washington tomorrow.
The DCI indicated that Dr. was coming in to see
him at noon and he would initially be put in as Dr. Millikan's deputy.
If he did not desire any administrative responsibility, he could be used
as a member of the National Estimates Board.

Mr. Dulles reported that, the.NSC Senior Staff at the meeting this
afternoon would consider the Korean paper. With respect to this paper, the
DCI indicated that the estimate contained therein was accurate. He also
advised Mr. Dulles that the President agrees with the IAC estimate which hac_
been shown to him by the DCI. Respecting any questions which Mr. Dulles rL:ht
encounter, the DCI indicated that the IAC members had agreed that intell`igece
sources would have a 50 per cent chance of predicting a Chinese Communist,/
North Korean buildup, lacking an inspection system and that they would preGsr
an air check to any system of ground inspection. 25X1

Mr. Dulles indicated that the newspaper report that the Ford ouncoation
was liquidating the Kennan Committee to Assist Free Russians was inaccurate. The
Foundation was continuing its support of this activity although Mr. Fisher would
be let out.
Mr. Jackson reported briefly on the meeting which he, Mr,kar 25X1,
and Mr. Becker had had last evening with Park Armstrong and Mr. Pac of
State. Mr. Jackson reported that Armstrong would prefer an outside rather
than an interior governmental committee. The DCI indicated that he would
see Mr. Lovett on this matter this noon.

Mr. Wisner reported that Park Armstrong had written a letter to th,
DCI indicating that in the near future the State Department would levy on (;Li.
heavy requirements with respect to the protection of sources of strategic
material. As background, Mr. Wisner indicated that CIA had previously done
some surveys in this field at the request of State which had coordinates
authority under NSC 29. The DCI directed that Mr. Wisner reply to the
communication as follows: CIA will be glad to undertake this activity if
so directed by the NSC and if, under NSC 10/5, the Department of State farriir.es
personnel and support. The DCI indicated that this reply should make specif c
reference to the paragraph of NSC 10/5 which empowers the PSB to coordinate Puch
support.
Mr. Wisner referred to a letter to the DCI from Gordon Gray, outlifring
various projects in the psychological warfare field and he proposed to draft
reply concurring with Mr. Gray's suggestion that these items be placed on the
agenda of the PSB. CIA was familiar with all of these matters and sorie were
actively being worked on at this time. The DCI requested that Mr. Wisner
provide a brief of these suggestions for his use at the PSB meeting and also
noted that Mr. Wisner would attend the meeting with him and be available lcar
any required comment.
