With respect to the Log item relating to an inquiry made by Toa, G-2,
on the DCI indicated that the response given by 0 was correct. The DCI. 25X1
noted that there had been some consideration given in G-2 of assigning this
sensitive work to civilians who were kept on continuously,' rather than to soldiers
who are there on a rotating basis. The DCI also commented that information as
to the identity and location of agents should not even be given to the G-2.
Mr. Wisner stated that he was having prepared for signature by the DCI
an answer to the request by Gen. Bolling that there be a meeting of the Service
Intelligence chiefs with the DCI to determine how the covert intelligence eifort
should be divided. The DCI stated that Mr. Wisner should attend such a meeting
on his behalf. He also pointed out that covert intelligence is CIA's field,
although it would be perfectly appropriate to request the Services to perform
activities for which they have capabilities. It was also commented that such
a meeting might stop certain unauthorized activities in this field now beinE
carried on by the Services, particularly
might be utilized.
One suggestion was that he would be useful to Truscott but there wa: some
question as to his language capabilities and it was felt that possibly
Gen. Bolling could suggest someone there. Another suggestion was that
would be useful in Shef Edwards shop.

Mr. Dulles brought up a memorandum by Mr. reporting that
Mr. Judd was considering forming a committee to take care of Chinese refugees
in this country and stated that Mr. Judd would be in to discuss this matter
with Mir. Dulles tomorrow. D es was inclined to steer Mr. Judd off
this program, suggesting tha had provision for that in its program..
It was agreed that this woul propriate.

Max Millikan. report was favorable, although he was not certain as
to msnistrative capabilities. The DCI indicated that the important
thing was to find a capable man and one who would be prepared.to stay for a
substantial time.
Mr. Dulles referred to a report by Dr. Andrews and Mr. Reber respecting
a project to investigate overlapping of CIA publications, which had been referred
to at the Assistant Directors' meeting. Mr. Wolf approved. It was agree. 2 5X1
that Mr. Dulles and I ould discuss this further.

Mr. Wolf gave a progress report on the figures respecting the turnover
of CIA personnel. He noted that as of September theaover-alld(}ver aenttl the

turnover was 3.6%, while that for CIA was 1.4%. e
6 month period beginning in April 1951, CIA's percentage turnover had been
reduced from 12.2% to 8.8%. The DCI indicated that the real questions in wh._ch
he was interested were why the figure had been so large before and how it ~ai,ht
be possible to keep it down to less than 2% in the future. MMr. i olf indicated
that the study on these figures was being continued.
Mr. O referred to the legislative program but Mr. WolL` wisi-ied
to defer consideration pending further study. Mr. Dulles commented that it
might be desirable to have reporting requirements under the 100 Body Act
reduced and there was a brief discussion of this.
