Mrs. discussed our relations with the PSB Secretart_at, with particular re "discussed to the Agenda for PSB meetings, the movem::>nt of PSB papers within CIA, and the preparation of digests for the Director. It was apparent that our own internal procedures should be considerably tightened up and that the PSB Secretariat procedures could be improved. Mrs. also noted Mr. Becker's suggestion that briefing notes for the Director pertaining to TAC meetings should be sent in to };im further in advance of the meeting than the rrorninc* of the meeting itself. 2. Mr. reported on three items of present concern to Oli% a. The present view is that CIA will not participate in the ntellieence talks. It, }'as been felt by Mr. Becker that. these discussions would con- cern National Estimates and that +herefore INC sponsorship would have been more appropriate. b. It has been proposed in discussions among ADt?R., AD/IC and Mr. Kullgren, Economic Adviser to Gen. Bolling, that liaison with Army Technical Service on matter3 of concern to the EIC would be conducted through Mr. fiullzren. This is a tentative arrangement which has not yet been confirmed. c. The -has requested an annual estimate of Soviet researc and development activities. OSI has not yet accepted tit ti responsibility of producing such an estimate. It vas suggested an item he prepared for the Director's log if the project is accepted. 3. Mr. - reported that Agency officials had discussed the problem of a CIA building with TYr. Reynolds of the Public Buildings Administration. Little progress can be reported to (late. The terms of reference fcr fur',- .ho;-discussions appear to be accommodations for persons at an exI ndi.tuur> of $30,000,000. Mr. Reynolds is reported to have suggested a further study which would take about one month to complete and would cost the Ace?cy $5,000. These funds will be made available.
