PRESENT: Messrs. Becker, Reber,
and Mrs.

National Estimates Board to examine the DCI's " 25X1A
2. reported that had been instructed 25X1A
to inform the mem ers c he Orientation Course -- is morning that remarks
at the Course yesterday by the DCI, re the budget for the proposed Agency
building, were made in strictest confidence for their own information only.
3. In a discussion re the proposed new building (information
furnished by Mr. it was stated that:
a. The Agency had requested 38 million dollars
but Congress probably would not appropriate
over 25 million.
b. Of three sites considered by the Agency,
Nevius was preferred but would require the
38 million dollars for development.

c. Attbulding at Soldiers' Home would probably
require the larger sum to meet Park Commission
approval.
d. Langley would be the only choice for a 25 million-
dollar "warehouse" type building.
). Mr. -informed Mr. Becker that FBI would call (probably
today) requesting DCI to ask State to issue a visa for an FBI agen o
attend the Union Conference in Moscow. Mr. Becker instructed Mr. 1.o 25X1A
contact AD/SO-who should submit the matter to DCI.
