After some discussion wherein it was noted that (1} the Chairman of the ICIS had requested our views on this matter; (2) any restrictions the U.S. might place on these pouches would ;meet with immediate retaliation; (3) we stood to lose much more than to gain; (~} certain weapons could be introduced into the U.S. through the medium of these pouches, T~Cr. Dulles stated he wished to speak to Col. Edwards today on this matter.
