unconventional warfare and asked Mr. Wisner to ask for a third

far and beyond the purview of CIA and stated that (1) he would draft a real:; to

h. Stated that (1) a letter on had been sent to the 25X1
Bureau of the budget and he was concerned about security in this matter; (2)
DD/A would seek advice from Dig/P in setting up to be used as was done 25X1
in the case of ECA funds; (3) if necessary the above letter could be recallEd
and resubmitted In this connection, Mr. Wolf noted that
Mr. Staats of the ureau of the Budget, who was handling this matter for us,
was being transferred to another job and we would soon be getting a new man --
name unknown at the present time. Mr. Wisner undertook to advise Mr. wolf
on the security angle.

a. Reported that he had tried to get in touch with Gen. Gruenther but
that he had returned to France; however, he was returning on 18 April and
Secretary Pace had indicated that Gen. Gruenther could be contacted through
his office in the event we desired him to come over
Mr. Dulles stated that this should be done.
b. Stated that he had not been able to get a copy of the President's
letter to Gordon Gray. Mr. Dulles suggested that Mr. Wisner get in touch
with Admiral Souers and (1) show him a copy of our letter; (2) Ask Admiral
Souers for "advice and comment" on our letter.

c. Asked Mr. Dulles whether he had disseminated a recent report pertaining
to the Yugoslavs. Mr. Dulles stated that copies had been sent to Park Arm=strong,
Chip Bohlen and Also had been authorized tomke 25X1

In this connection, Mr. Wisner noted that (1) the Director was vitally i.nter?:;ted in
this operation; (2) it might be necessary to lay this matter before the Director prior
to his return to Washington on the 11th of April. Mr, Dulles stated in regard to (2)
above he desired first to pull together all the facts in the 0
we. In ith our activities in the Far East, Mr. Becker briefly discussed the recent conversa-
tion he had with Brig. General Charles Y. 3anfill, A-2, of the Far East Air force,
and stated that from this conversation it would appear that insofar as i'urnisning
evaluated intelligence to the Military in this area it might be wise for CIA to
to give actual intelligence support 25X1

to contact the original individual he had in mind for this job due to this man's

Mr. Hedden briefly discussed CAT and certain personnel proble:,is connecteu therewith.
Mr. Wisner suggested that Mr. Hedden contact some of our people on this problem
who have just returned and who should have first-hand knowledge of the situation
raised by i-Yr. Hedden.
