Director's Meeting
Friday, 7 March 1952
PRESENT: General Smith, Messrs. Dulles, Wisner, Wolf, Becker, Hedden,
a. Noted that he had spent about two hours last evening with a certain
individual and the conversation had "gone well".
b. Briefly discussed his conversation with Ambassador Wiley concerning
aid for Panama and noted that Wiley thoroughly understood that the political
portions of the recent estimate on Panama was, in fact, prepared by State and
expressed the views of the Panama desk.
c. Read a letter he had received from Admiral Radford which indicated
that (1) Radford was thoroughly in accord with our activities in his area;
(2) He will give us all possible support.
d. Briefly discussed an item from today's CIB concerning the
foreign minister.

a. Noted that he was meeting with some of the Labor people today and
that at the moment everything was going quite well with one exception, wnicb
he discussed briefly. This led to a discussion of our purchase of 0 25X1
I.nd the Director stated we should take advantage of the best discount
we could get.
b. Stated that (1) Ambassador Wiley had been "thrashing about" in an
attempt to get the Labor people to send some representatives to Panama; (2)
So far we had kept out of this and intended to do so in the future. The DCI
approved.
c. Referred to a memorandum to Gen. Bolling concerning a six million
dollar building for ASPIC and stated he did not believe we should lend our
support to the construction of the building. The director stated this should
be handled by advising Bolling that we were in accord with the plans for ASPIC
in time of war; however, we were unable to comment at the present time.
Mr. Becker undertook to redraft the above memorandum.
d. Noted that he had had a short talk with Ambassador

f. Noted that at yesterday's Senior Staff meeting Mr.O had informed 25X1
him that who was known to both D/DCI and DD/P, was coming

Mr. Wolf noted that Trubee Davison was much improved.
a. Noted the item in the Log pertaining tol and stated he
proposed to move in on this with I. The DCI approved. In tiis
connection, Mr. Wisner undertook to prepare an answer to a letter from
to the DCI. The director also asked Mr. aisner to draft a letter
to Mr. Luce thanking him for makingI vailable to us.-

b. Noted that Ross, a NEW YORK TINES Correspondent, Egypt, was_ causing
us some concern and that he would speak to Arthur Krock on this. The DCI
approved.
c. Stated that the "bacteriological warfare front" in Korea was building
up and that we were hammering away at this. The Director stated that he was
somewhat concerned over the effect of this propaganda on the Europeans and
suggested that Radio Free Europe go after this "about every 15 minutes."

d. Noted that the Communist press was working over II visit to
the U.S. and, in fact, was linking it with the Tony Leviero articles on
psychological warfare.

a. Noted the item in the Log concerning 0 letter re the Davies' 25X1
matter and stated that, in his opinion, this should come to CIA for delivery
to the McCarran Committee. The DCI approved.

b. Noted that he had seen Geagreem%aa--Dirksen and reported his offer of
assistance to us. The DCI agreed to have Dirksen in for lunch at some future
date.
Mr. Bebker briefly discussed a communication sent by 'ark Armstrong to the
members of the Brownell Committee.
