Dulles (for part of the meeting), Wisner, Becker, Hedden, Col. White, a. Reported on his conversation with representatives of the Bureau of the Budget and PBA concerning new locations for CIA and stated that we had been offered the following possible arrangements: (1) the Munitions Building which would take approximately a year to complete the move at a cost of x;8,000,000 and would still necessitate retaining some space in the areas we now occupy; (2) the Navy Building which would house all of CIA under one roof; (3) the location at D Street which was unacceptable. After some discussion, the DCI directed Col. White to keep after the Navy Building. In this connection, Col. White noted that to get this building it would be necessary for the President to issue the order and that neither Budget nor PBA was wiling to carry the load without some assistance from CIA. The Director stated that at the proper time he would be willing to accompany Mr. Lawton to see the President in regard to this matter. Reported that a study concerning the redesignation of the names of the several CIA offices had been received and the recommendations contained taerein, which had been concurred in by DD/I and DD/P, indicated that for the exce)tion of changing the designations of the covert offices all other activities should remain as now designated. The DCI approved. a. Noted that had asked for about three weeks to consider his proposed appointment as successor. The DCI approved but asked Mr. Wisner to keep looking. a. Drew attention to the item in today's CIB on Cyprus and, after some discussion, the DCI directed Mr. Becker to discuss this matter with the Department of State as a matter of urgency. b.
